Proposed University
PROPOSED UNIVERSITY:
 

The Anwar -ul Islam Movement of Nigeria is always forward looking and in its plan to pursue Education as one of its cardinal aim the setting up o a University is now its focus point.

It is being proposed to meet the yearning need for the inculcation, growth of Education standard of the people of Nigeria and the Muslim Community in particular.

The proposed University is likely to be named after one on the Founders of the Movement.
(a) Jibril Martin University
Or
(b) AL-ANWAR University

However the National Executive Council of the Movement will arrive at a suitable name in due course of the processing of application to the National Universities Commission in Abuja.

AIMS AND OBJECTIVES OF THE UNIVERSITY

The University shall be: -

  1. To encourage the advancement of learning and to hold out to all persons without distinction of race, creed, sex or political conviction, the opportunity of acquiring a higher education.
  2. To provide courses of instruction and other facilities for the pursuit of learning in all its branches and to make those facilities available on proper terms to such persons as are equipped to benefit from them.
  3. To encourage, promote and conduct research in all fields of learning and human endeavour, and
  4. To undertake any other activities appropriate for a University of the highest standard.
POWERS OF THE UNIVERSITY AND THEIR EXERCISE:

For caring out its objects as specified above, the University shall have power: -

  1. To establish such Faculties, Institutes, Extramural Departments and other teaching units within the University as may from time to time seem necessary or desirable.
  2. To provide fro the residence, discipline and welfare of the University.
  3. To hold Examinations and grant Degrees, Diplomas, Certificates and other distinctions to persons who have pursued a course of study approved by the University and have satisfied such other requirements as the University may lay down.
  4. To grant Honorary Degrees, Fellowships or Academic Title.
  5. To demand and receive from any Student or any other person attending the University for the purpose of instruction, such fees as the University may from time to time determine.
  6. To accept gifts legacies and donations but without obligation to accept the same for a particular purpose unless it approves the terms and conditions attaching thereto.
  7. To enter into contracts, establish trusts act as trustee, solely or jointly with any other person and employ and act through agents.
  8. To erect, provide, equip and maintain libraries, laboratories, lecture hall, halls of residence, refectories, sports grounds, playing fields and other buildings or things necessary or suitable or convenient for any of the object of the University.
  9. To hold public lectures and to undertake publishing and bookselling.
  10. To do all such acts or things, whether or not incidental to the foregoing powers, as many advance the objects of the university.
ACADEMIC PROGRAMME: -

The university would start with Four Faculties such as faculties of Arts, Science, Education and Business Administration.

The duration of courses in each faculty would run for four (4) or (5) five years on full time basis or other wise prescribed by National University Commission leading to the award of first programme.

GENERAL ENTRY REQUIREMENT:

In addition to specific entry requirements to individual faculties or department, the following are the general entry requirements approved for admission to the First-Degree courses.

CANDIDATES MUST OBTAIN ONE OF THE FOLLOWING QUALIFICATIONS:

  1.  
    1. National Examination Council (NECO), West African Examination Council (WAEC), Senior School Certificate or the School Certificate/General Certificate of Education Ordinary Level (SC/GCE 0 LEVEL) or equivalents with Credit in Five (5) subjects relevant to the course and obtained at not more than two sittings except where otherwise specified.
    2. Grade II Teacher’s Certificate (TCII) with Credit or Merit passes in at least Five (5) subjects.
    3. National Business and Technical Examination Board (NABTEB) qualifications.
    4. A Credit in Mathematics is required for all Science-based courses except where it is stated otherwise.
    5. A Credit in English language is required for all courses.
  2. Entry by Direct Application (3/4 years Program)
    Applicants with one of the following qualifications may be considered for admission by Direct Entry.
    1. A minimum of Five (5) subjects passed at not more than two sitting with at least two at the Principal or Advanced level of the G.C.E. and others, at Credit level of the SSC/GCE O Level. No subject shall counted at both Ordinary and Advanced Level.
    2. Passes in two major subjects in N.C.E. with SCE 0/Level Credit equivalents in THREE other subjects (Mainly for Education Courses).
PROPSED SITE: -

The University will be located to a desired Mission who satisfied the pre-requisite requirements as demanded by the National Universities Commission and issues out to Mission by Education Committee which is as follows: -

  1. A proposed institution shall have clearly spend out master plan which infrastructural and program development for at least 20 to 25 years which shall make adequate provision for.
    1. Plan space, aesthetic beauty and fixed financial assets.
    2. Minimum land areas of 100 e/hectares a University, 50 hectares for a polytechnic or Monotechnic and 25 hectares for a College of Education, in a salutary site.
  2. The site distance from an urban complex shall take into account availability of municipal services, including water, transportation, private accommodation, communication and consequential inadequate in its community.

In addition to the above requirements as set out by the National Universities Commission, the desired Mission should also provide temporary facilities for easy take off of the University.

PRINCIPAL OFFICERS OF THE UNIVERSITY:
1. THE CHANCELLOR
  1. The Chancellor shall be appointed by the Visitor.
    The Visitor shall be the National President of the Movement in consultation of National Executive Council.
  2. If it appears to the Visitor that the Chancellor should be removed from office on the ground of misconduct or of inability to perform the functions of his office, the Visitor may by notice to National Executive Council removed the Chancellor from office.

2. THE PRO-CHANCELLOR

The Pro-Chancellor shall be appointed or removed from his office by the visitor as stipulated in paragraphs 1 and 2.

3. THE VICE - CHANCELLOR

  1. The Vice-Chancellor shall be appointed or removed from his office by the Visitor acting after consultation with National Executive Council.
  2. The Vice-Chancellor shall hold office for four (4) years in the first instance and shall be eligible for re-appointment for the second term of three (3) years.

4. THE DEPUTY VICE-CHANCELLOR

  1. There shall be a Deputy Vice-Chancellor, who shall assist the Vice-Chancellor in his duties and shall act in the place of the Vice-Chancellor when the office of the Vice-Chancellor is vacant or the Vice-Chancellor is for any reason absent or otherwise unable to perform his functions as.
  2. The Deputy Vice-Chancellor shall be appointed in manner specified above and shall hold office for a period of two years, beginning with the effective date of his appointment. The Deputy Vice-Chancellor can run for the second period of 2 years.

5. THE REGISTRAR

  1. There shall be a Registrar, who shall be the Chief Administrative Officer of the University and shall be responsible to the Vice-Chancellor of the day-to-day administrative work of the University.
  2. The person holding the office of Registrar shall by virtue of that office be Secretary to the Council, the Senate, Congregation and Convocation.

6. THE BURSAR

  1. There shall be a Bursar, who shall be the Chief Financial Officer of the University and shall be responsible to the Vice-Chancellor for the day-to-day administrative and control of the financial affairs of the University.

7. THE LIBRARIAN

  1. There shall be a Librarian and shall be responsible to the Vice-Chancellor for the administration of the University Library and the co-ordination of all library services in the University.
RECRUITMENT OF ACADEMIC STAFF

The Academic Staff must posses at least Master Degree of relevant disciplines from recognized Universities and with relevant experience from institutions of higher learning.

FINANCE:

As stated on criteria for establishing a Private University, the Movement should provide guaranteed source of financial support to the tune of N200 Million over a period of 5 years.
